Not always. Some international plans accept applicants on a temporary visa or in the middle of a residency process. Local plans usually require a cédula. Tell us where you are in the process and we will tell you exactly what is available to you.
It depends on how often you leave the country and whether you want treatment abroad. A local plan can cost a fraction of a global one and still cover you well inside Ecuador. We will show you both side by side with real numbers, not a sales pitch.
